Here’s an update on what we’ve been up to for the second quarter of 2025.
[Vote] [ZIP-9] V27 EVM Emulation Upgrade - Voted FOR
We supported this proposal, recognizing its benefits for developer experience and cost reduction for users. The EVM emulator and fflonk verifier offer clear improvements, with no major risks identified.
[Vote] [TPP-3] ZIP Audit Reimbursement Program (ZARP) - Voted FOR
We voted in favor of supporting audit cost reimbursements as a practical way to strengthen protocol security. The reimbursement-only model adds accountability, and retroactive coverage for past audits—especially complex ones—makes sense.
[Vote] [TPP-4] Deactivate Capped Minters for TPP-1 Ignite Program - Voted FOR
We voted FOR the proposal, as deactivating the capped minters is a sensible step now that the Ignite program has ended. The DSC multisig remains active for ongoing claims, and we saw no risks in proceeding with the deactivation.
[Vote] [GAP-3] Authorization for Security Council to Convert Recovered ETH into ZK - Voted FOR
We voted in favor of the proposal, we believe retaining ETH offers better flexibility and diversification. However, understanding there may be legal constraints, we supported the conversion as a practical fallback and encouraged exploring ways to keep the ETH if possible.
[Vote] [ZIP-11] V28 Precompile Upgrade - Voted FOR
We voted in favor of the proposal after reviewing it with our research team. The upgrade relocates precompiles to native ZK circuits, enhancing performance without impacting developer or user experience.
[Vote] [ZIP-10] Activate ZK Gateway as a Settlement Layer - Voted FOR
We voted in favor of the proposal after a thorough review by our research team. The upgrade whitelists the new Gateway chain (chainID 9075) as a settlement layer, supporting ZK stack scaling and future L3 migration. We verified the calldata and found no issues.

During Office Hours, you can reach L2BEAT’s governance team, which consists of Kaereste (Krzysztof Urbanski), Sinkas (Anastassis Oikonomopoulos), and Manugotsuka (Manuel González), and discuss our activity as delegates.
The purpose of the office hours is to gather feedback from the people who have delegated to us, answer any questions about our voting activities and rationale, and collect input on topics you’d like us to discuss.
