Proposal Updates:
Onchain: [TPP-5] Security Council Bridge Funding - This proposal PASSED Token Assembly approval with a majority of 905.44M ZK voting in-favor of the proposal.
Forum Draft: [TTP Draft] ZKsync Security Council v2 Funding - This Token Program Proposal (TPP) seeks approval for the restructured version of the ZKsync Security Council (ZKSC) to be funded for 12 months from 1 August 2025. The amount required is $1,108,000 USD, requested in the form of a capped minter with 27,700,000 ZK at a $0.04 token price. This restructuring reduces the total Security Council annual funding from ~$2.5M USD to ~$1.1M USD. Delegates on the call expressed they were very happy with the adjustment.
Governance Sustainability: Governance Bodies & Gov Infra
This week’s call focused largely on governance sustainability, with an in-depth overview of key governance bodies, infrastructure, and future funding plans. The discussion was prompted by ongoing conversations around Security Council funding proposals and Delegate requests for greater clarity on the structure and funding of the Security Council and Guardians.
When governance launched in September 2024, the ZKsync Foundation stepped in to bootstrap the establishment of key governance bodies and infrastructure. This was always intended as a temporary measure, with the understanding that in mature ecosystems, long-term funding for governance structures should transition to the community to ensure their independence, neutrality, and accountability to the Token Assembly.
The presentation reviewed the structure and powers of the Security Council and Guardians, emphasizing the Token Assembly’s authority over other governance bodies (e.g. the ability to add or remove members). It also provided an overview of the broader governance infrastructure, including the contracts, interfaces, legal services, and other components necessary for the ZKsync governance system to function as designed.

- Events around Devconnect: No Delegate event confirmed yet, but the Gov Team is planning to be involved in organizing a governance-focused community hub at Devconnect, similar to the Gov Geeks Hub at Devcon.
