[ZIP-9] V27 EVM Emulation Upgrade

Rationale: Following our comment in the forum post, we voted in favour of this proposal. Once implemented it will bring benefits for developers, such as improved EVM compatibility plus lower fees, something that every day ZK-chains users will also enjoy. Regarding the technical implementation, we value the multiple audits conducted. Lastly, not a minor point, the fact that ZK chains can choose whether to enable or not the EVM emulation contracts, since they can incur higher transaction costs, seems quite reasonable.
All in all, looking forward to seeing this proposal implemented and ZKsync keep building towards the 2025 roadmap.
