Notice of Planned Emergency Upgrade
A planned Emergency Upgrade will be executed in relation to ZIP-5 Upgrade Governance Contracts. Each call encodes the call to the acceptOwnership() function from the new ProtocolUpgradeHandler.

Decision to execute an Emergency Upgrade
The 2-step requirement to complete execution of ZIP-5 presented an ideal opportunity to test the Emergency Upgrade function on mainnet, in a controlled environment.
Please note, there is no live emergency. This upgrade is a planned action as part of ZIP-5 that has been approved by the Security Council.
