Hello everyone! This will be the thread for the next standing Proposal Review call that will take place on Wednesday, April 29th.
Proposal authors of active or developing proposals can request time to present & discuss their proposals with the community. These calls are also a time to shared and discuss ecosystem updates.
I will update this forum post the day of the call with a proposed agenda based on results from the forum. I will use that agenda as a guide to help facilitate the call.

Proposal Updates
- Onchain: [ZIP-15] Update ZKsync Security Council Parameters: This ZIP reduces the number of Security Council signers from 12 to 8, adjusts signer compensation to $3k per month, and updates the signing thresholds for 8 signers. Voting closed Thursday, April 30th at 17:20 UTC.
- Forum Draft: [ZIP-16] V31 Interop Bundles Upgrade : This ZIP proposes the v31 protocol upgrade for ZKsync. The release introduces Interop Calls and Bundles, Interop Fees, support of Stage 1 for ZKsync OS L1-settling chain, and broad ZKsync OS compatibility work across the protocol’s contract layer.

Thanks to everyone who joined the Weekly Proposal Review Call! We discussed the ZIP-16 draft on the forum for the v31 upgrade, previewed this week’s Staking Pilot stats & what to expect with Season 1 coming to a close, and other ecosystem updates regarding ZKsync Lite sunset and ETHPrague!

Proposal Updates
Onchain
- [ZIP-15] Update ZKsync Security Council Parameters** - Voting ends today, April 20th at 17:20 UTC. This ZIP reduces the number of Security Council signers from 12 to 8, adjusts signer compensation to $3k per month, and updates the signing thresholds for 8 signers.
Forum Draft:
- [ZIP-16] V31 Interop Bundles Upgrade** - This ZIP proposes the v31 protocol upgrade for ZKsync. The release introduces Interop Calls and Bundles, Interop Fees, support of Stage 1 for ZKsync OS L1-settling chain, and broad ZKsync OS compatibility work across the protocol’s contract layer.
- Expected to go onchain mid May.
- Question: What comes next? v31 enables native interoperability across all ZKsync public chains, meaning assets can flow freely between all public chains. Next big step will be to enable private chain interoperability, where we see most institutional and banking clients moving. The Matter Labs engineering team is working on this next.
- Question: With context of recent hacks in other ecosystems, is there any new risk introduced? There are 3 key points here:
- This upgrade does not involve a third-party bridge, it is baked into the native protocol layer. By baking interoperability directly into the ZKsync protocol, the system removes the need for third-party bridges.
- The contracts are also being thoroughly audited before being submitted onchain, and the ML engineering team has build various tools to help ensure safety.
- As the bridge is native to the protocol, and the ZKsync governance system governs the ZKsync protocol, the it is able to leverage the built in security & emergency processes. Specifically, the Emergency Upgrade Board is able to step in case of emergencies and intervene during critical incidents (see process here). In addition, only the Token Assembly is able to withdraw interop fees collected on Gateway, making governance the authority over managing fees.
- Season 1 ends Friday, May 8th. After Season 1 wraps up, the Program Admin will work with Tally to create a Season 1 analysis report and provide information regarding Season 2.
