Broader governance design review - ZKsync governance was designed in Q4 2023, before the industryās shift toward institutional adoption. Alongside GAP-5, the ZKsync Association Governance Team is reviewing governance design as a whole and how it fits with the future of ZKsync. If youāve seen approaches from other ecosystems that accommodate institutional participation, please share them on the forum.

Proposal Updates

Onchain: [GAP-5] Update Emergency Upgrade Terminology and Classification - Replaces āemergency upgradeā with āinstant upgradeā and splits it into two classifications: security patch and emergency response (reserved for active security incidents).

Technical: [ZIP-16] V31 Interop Bundles Upgrade - Approved by governance vote in late July, but execution on L1 is delayed pending an ongoing Security Council review. Issues were identified in the review of the call data that need to be resolved first.
