The next Proposal Review call is currently scheduled to take place during Devconnect. As many folks will be busy at Devconnect, I suggest we move the call to Wednesday, November 26th. Please comment in this thread with any conflicts or alternative suggestions.

Proposal Updates:

Executed Onchain:

[TPP-11] ZKsync Governance System Infrastructure Funding - This proposal funds governance infrastructure that power protocol upgrades, token distribution, and coordination across the ZKsync ecosystem. This proposal passed with 866M ZK in favor of the proposal.

[TPP-12] ZKnomics Token Staking - This proposal activates a pilot staking program using Tally staking contracts. This proposal passed with 905M ZK in favor of the proposal.

Onchain - Voting Live:

[TPP-13] Assign Minter Role to Gov Infra Capped Minter - This proposal assigns the minter role from the Rate Limiter Mod to the Zk_Governance_Operations_2025 child capped minter, as outlined in TPP-11. This is the final minter role needed to activate the Governance Infrastructure program outlined in TPP-11. Voting starts Wednesday, Nov 12th.

Forum Draft:

[ZIP-14] Upgrade ZK Token with Permissionless Burn Function - Upgrades the ZK Token contract to ZKTokenV3, introducing 2 token burn mechanisms and a public max token supply. Expected onchain in the coming days.

Ecosystem Updates

Ethereum is now the main capital hub of ZKsync (see minute 05:08)

Alex Gluchowski shared a X post last Friday announcing that - given how fast Atlas L2/L1 finality is - L2s can rely on Ethereum itself as the real-time liquidity hub for institutional capital. Vitalik even had something to say about it!

Steven from the Matter Labs team joined to talk us through this groundbreaking primitive that will change how ZKsync Chains access liquidity.

ZKnomics - Expanding Token Utility (see minute 15:12)

Alex Gluchowski shared a post on the forum about a detailed plan for expanding token utility and securing sustainability for the ecosytem. From Governance to Utility: $ZK Token Proposal - Part 1 introduces a plan for what a wholistic tokenomics model could look like for ZKsync.

This model includes various tokenomics elements that we have discussed over the past few months, including staking and ZK token burning. In the model outlined, the Token Assembly would play a key role in determining specific parameters for the mechanism.

Quick call out that the SC and Guardianโ€™s have published their 2024/2025 annual reports and are linked here for review. The Governance Team is also working on an annual report for the Association, so you can expect that in the coming weeks as well.
