The ZKsync Governance Team (ZKsync Association) is requesting proposals from governance interface providers to deliver a secondary governance interface for ZKsync. This interface will replace Boardroom, the previous secondary interface, which has been deprecated.
Background
The ZKsync Governance System is built on 3 separate OZ Governor contracts: one for protocol governance, another for token governance, and one for governance operations. Each Governor has its own proposal type. You can read more on each proposal type here. The contract repo is available here and information regarding each of the 3 Governors can be found on the ZK Nation docs page.
Governance interfaces, including the ZKsync Tally Governance Interface (vote.zknation.io), are owned and managed by the ZKsync Association. The ZKsync Governance Team operates within the ZKsync Association and will coordinate the RFP process on behalf of the ZKsync Association.
Motivation
The primary governance interface for ZKsync governance is vote.zknation.io, operated by Tally. This interface enables ZK token holders to delegate their voting power, and for Delegates to submit proposals onchain and vote on them.
A secondary interface helps ensure governance remains functional regardless of primary interface issues, and increases accessibility by providing alternative, often innovative, user experiences.
Previously, Boardroom served as a secondary interface, alongside voting through the ZKsync Era Block Explorer. As Boardroom has been deprecated, the ZKsync Governance Team is running an RFP process for its replacement.
Requested Interface Features
RFP submissions will be evaluated based on the reliability, accessibility, and functionality of the following features. The requested features are organized by category and should be available on mobile and desktop:
- Governance System Overview: The interface displays general information about the ZKsync governance system. This includes the name, description, and logo; relevant links and official announcements; token metrics such as total and delegated supply; proposal thresholds; lists of active and completed proposals; contract addresses and parameters; and a high-level overview of the governance architecture and design.
- Delegation and Delegate Profiles: The interface allows token holders to delegate their ZK token voting power, with support for viewing and managing Delegate profiles. It includes search capabilities, allowing users to find delegates by name, wallet address, or ENS name. Delegate pages should provide clear, structured profile information to support informed delegation decisions.
- Proposal Submission and Voting: The interface supports the creation, submission, and voting of governance proposals with onchain actions. Users must be able to view detailed proposal data, including proposer identity, current status, vote history, and any associated executable code. Voting must be compatible with ZKsync Governors (based on the OpenZeppelin Governance Standard) and support a range of wallets, including browser wallets, app wallets, hardware wallets, and multisignature wallets.
RFP Submission Requirements
Please submit your complete proposal to the ZKsync Governance Team at gov@zknation.dev.
The submission deadline is 10pm UTC on July 31, 2025.
Proposals must include the following components:
- Proposal Document: A written overview of your organization and a specification of the proposed solution. This may be submitted as a Notion page or Google Document link.
- Cost Breakdown: A spreadsheet itemizing all projected costs, including implementation, ongoing maintenance, and additional expenses expected over the lifecycle of the solution.
- Design or Prototype: Either a visual mockup (e.g. Figma) or a deployed MVP on a testnet environment demonstrating key functionality.
Incomplete submissions or materials submitted after the deadline may not be considered.
Next Steps
Following the submission deadline, proposals will be evaluated based on several criteria, including overall cost, security, feature completeness, user experience, service offerings, implementation complexity, and alignment with the principles outlined in the ZK Credo.
The ZKsync Governance Team will provide feedback on service provider submissions by August 31, 2025. Should a service provider be selected, they will be invited to enter into contract negotiations covering the deployment and long-term management of the governance interface.
