[TPP-Draft] ZKSync Delegators Incentive Funding

Summary

This proposal seeks to allocate 7,080,000 ZK tokens from the Token Assembly to reward active zkSync Delegators with ≥10M voting power. A total of 59 delegators meet this threshold and would each receive 20,000 ZK tokens per month over the next 6 months, with a 40-day lock on each tranche after distribution.

Eligibility requires that delegators participate in at least 80 % of governance votes during the incentive period.

Motivation

Delegators are fundamental to the success and decentralization of zkSync governance. By representing thousands of community members and voting on proposals that steer the project’s future, delegators amplify the collective voice of token holders who may not participate directly.

However, the burden of time, expertise, and responsibility assumed by high-voting-power delegators is significant. These contributions often occur without direct compensation. Establishing a Delegator Incentive Funding mechanism will:

  • Recognize the work and commitment of zkSync’s largest delegators.
  • Help maintain strong community representation.
  • Encourage sustained engagement and thoughtful voting.
  • Support decentralization by making delegation a more attractive endeavor.

Specification

Eligibility Criteria

  • Delegators with 10 million or more voting power at the snapshot block taken prior to the first distribution.
  • Must participate in at least 90% of governance proposals during the 6-month incentive period to remain eligible for ongoing payments.

Distribution Amount

  • 20,000 ZK tokens per eligible delegator per month
  • Over 6 months (total 120,000 ZK per delegator)

Lock Period

  • Each monthly tranche will be locked for 40 days before becoming transferable.

Distribution Mechanism

  • Tokens to be disbursed monthly to the publicly registered delegate addresses.
  • Participation will be monitored each month. Failure to meet the 80 % voting threshold will result in forfeiture of future distributions.
