Proposal Review Call April 9 - Thread

Hello everyone! This will be the thread for the next standing Proposal Review call that is meant to take place on - Wednesday, April 9th at 16:30 UTC.

Proposal authors of active or developing proposals can request time to present & discuss their proposals with the community.

I will update this forum post the day of the call with a proposed agenda based on results from the forum. I will use that agenda as a guide to help facilitate the call.

Onchain:

New Proposals on Forum:

  • [ZIP-10] Activate ZK Gateway as a Settlement Layer

  • [TPP-3] ZIP Audit Reimbursement Program (ZARP)
    Questions:

    • Comment re claim process: Could just add deployment of capped minter to call list for ZIP submission, rather than deploy in advance.
      • Easier for proposal sponsor to add call data to contract. For now
    • Is there a reason security audit invoices are not publicly shared for Delegates to review?
      • Audit providers mentioned they do not feel comfortable sharing sensitive business information publicly on the forum was something that audit providers didn’t feel comfortable with. Given kind of the I guess trusted nature of the security council and the context and expertise they have, in addition to the TA having power to remove Security Council members if they feel anyone goes rogue, we thought this would be a sufficient solution. It is possible to consider ways to increase transparency on invoices for audit costs beyond the Security Council reviewing and verifying costs.
    • If Matter Labs is the admin on the retro capped minter than how can the Security Council actually oversee the use of funds if there is no corresponding invoice?
      • All security audit invoices from ZIPs already executed in 2025 will be reviewed and verified by the Security Council BEFORE the ZIP goes onchain. The total amount of all security audit invoice verified by the Security Council will determine the cap of the retro capped minter cap.
